Prop. D will create a Special Use District on the campus of Laguna Honda Hospital. Prop. Ds principal aim is to create a safe environment for indigent frail elderly and disabled San Franciscans who are facing a diminishing stock of skilled nursing beds in San Francisco.
According to San Franciscos Long-term Care Ombudsman, over 500 San Franciscans are estimated to have been sent to out-of-county skilled nursing facilities, in part because San Francisco has lost 300 Medi-Cal beds since 1992 due to nursing home closures, in addition to over 950 board-and-care beds lost in San Francisco since 1987.
